First of all, let me start off by saying that I am not "anti-dog". I have owned several hunting dogs over the years, and one of my favorite TV programs is "Dog Whisperer". In the big scheme of things, I couldn't care less if dogs are allowed in parks.

There is only one kind of dog: the kind that barks.

There are only 2 kinds of dog owners. The first kind knows that there is only one kind of dog and doesn't want it to bother other people so does something about it, the second kind is every other dog owner.

It's the second kind of dog owner who will take their dog to a park, and tie it up to a tree, bike rack, picnic table, whatever. They will then try to play with their kids, eat, whatever. And their dog will sit there and bark and bark and bark some more. In a park like South Park, you'll be able to hear it all the way across the park. Worse yet, and this is why I am opposed to dogs in parks, the dogs owners won't do a thing about it. It's like they are immune to it. To a non-dog person, or to the first kind of dog owner, the sound of a dog barking constantly is enough to drive you right up a wall.

We have a new nuisance ordinance in Oshkosh. I wish we could get enforcement on existing ordinances, particularly regarding barking dogs. I have neighbors who I wish would have fed their dog some of that tainted food I keep hearing about. That's unfair I guess, it's not the dogs fault that it's owners are idiots. 5am they put the dog outside, and it barks for 10 minutes until they let it back in. Talking to the people is useless, I might as well talk to their dog. They don't see any problem with the barking at all. 2,3 or more times a week, I get woken up at 5am from a sound sleep because of their dog. I hope the dog doesn't start speaking to me, ala "Son of Sam" from about 20 years ago...
